If you searched that sentence to find out what you did wrong, the short answer is: nothing. This is not a decision about your photo, your prompt, or the person in it. Rewriting it more politely will produce the same line.

The word doing the work is yet.

A refusal about content sounds different. Those say some version of “I can’t help with that” and they are about what you asked for. This one says the assistant cannot edit images — full stop, as a capability — and then offers the thing it can still do, which is generate a new picture from scratch.
